Citizens’ Assemblies: What, Why, and How

Everything you need to understand citizens’ assemblies, including how they work, why they matter, and what the global evidence says about their impact.

A citizens’ assembly is a body of people selected at random from the general public to consider a specific issue and make recommendations. The process combines the fairness of random selection with structured learning, facilitated deliberation, and formal decision-making.

The defining features are sortition (random selection), descriptive representation (the group mirrors the population), informed deliberation (members learn before they decide), and mandate (the recommendations go to a decision-maker who commits to responding).

Citizens’ assemblies have been used in Ireland to address abortion and same-sex marriage, in France on climate change, in Scotland on independence, and increasingly across the Global South. They consistently demonstrate that ordinary people, given time, good information, and a fair process, are capable of making nuanced, considered recommendations on complex policy questions.

For South Africa, citizens’ assemblies offer something particularly significant: in a democratic system that has struggled to translate formal participation rights into meaningful citizen voice, the assembly model creates a new channel that is structured, inclusive, and directly connected to decision-making.

👥 Sortition
Members are chosen at random from the general public, stratified to reflect the full demographic profile of the community. This is more representative than elections, where participation is skewed by resources, motivation, and political affiliation.
🏫 Learning phase
Before deliberating, members receive balanced information from a range of experts and stakeholders. The goal is to ensure that the final recommendations are based on genuine understanding of the evidence.
💬 Deliberation
Members discuss in small groups, facilitated to ensure that every voice is heard, before moving to plenary sessions and eventual decisions. Deliberation changes minds: participants routinely shift their positions after genuine engagement with different perspectives.
📋 Recommendations
The assembly produces formal recommendations that go to the relevant decision-maker, who commits in advance to responding publicly. This is what gives the process its democratic weight.
🌍 Why in South Africa?
South Africa’s democracy faces deep legitimacy challenges. Voter turnout is declining, trust in institutions is low, and climate change is reshaping communities faster than representative institutions are responding. Citizens’ assemblies offer one response to each of these challenges simultaneously.
